Nature: WS prepares plans for 2 proposed labourers' cottages 'in the vicinity of Carrickmines' for Rathdown Union Board of Guardians.  Proposed scheme rejected because of excessive costs, 'the law and other costs being double that requried for the erection of the two cottages...It was the decided opinion of the majority of the board that the Act in question [Labourers' Dwellings Act] was rendered inoperative by the network of costly conditions by which its action was embarrassed, and in all probability a course will soon be adopted for simplifying and cheapening the working of an Act intended to do much good...'
