English architect, for whom see Directory of British Architects 1834-1914 (RIBA 2001), I, 432. In 1895, the year in which he completed his articles with Charles Henry Worley, Cooper entered the competition for designing the Presbyterian Church, Elmwood Avenue, Belfast, 1895, and exhibited his unpremiated design at the Royal Academy the same year.(1)
