Dictionary of Irish Architects 1720 - 1940

Architect to the Poor Law Commissioners in Ireland from 1839 until 1855. George Wilkinson was born in 1814, a son of W.A. Wilkinson, carpenter and builder of Witney, Oxfordshire. His younger brother William Wilkinson was also an architect. In 1835, following the Poor Law Amendment Act of August 1834, which provided for the construction of 350 workhouses in England and Wales, Wilkinson won the competition for designing the workhouse at Thame, Oxfordshire. During the next three years, while he was still in his early twenties, he designed many other workhouses in Oxfordshire and elsewhere in England and Wales.

In July 1838 with the passing of the Act for the More Effectual Relief of the Destitute Poor in Ireland the workhouse system was extended to Ireland. According to the provisions of the act, 130 workhouses were to be built. Whereas different architects had been able to compete for workhouse commissions in England and Wales, the Poor Law Commissioners proposed that in Ireland the Board of Works should be given sole responsibility for all the workhouses. When this proved impossible for legal reasons, they invited Wilkinson and two other architects to submit designs for a prototype Irish workhouse. On the strength of his experience in Wales 'under circumstances, and with materials not very dissimilar from what exist in Ireland', in January 1839 Wilkinson was appointed the Commissioners' architect in Ireland, responsible for the design and erection of all 130 Irish workhouses. He was to be paid a salary of £500 per annum and provided with a full-time assistant and a clerk, to be paid £150 and £100 per annum respectively.(1)

Wilkinson set to work immediately on the vast building programme. Nearly all the workhouses, accommodating between 200 and 2000 persons apiece, were designed in a Tudor domestic idiom, with picturesque gabled entrance buildings which belied the size and comfortlessness of the institutions which lay behind them.(2) The first workhouse - one of the three largest - was opened in Cork on 1 March 1840; thereafter new workhouses opened at a steady rate, and in April 1843 Wilkinson reported that 112 were finished.   By this time his staff had increased to seven assistants and two clerks.(3)  Problems arose from the fact that Wilkinson had sole responsibility for the design and erection of the buildings while the funds for their construction were supplied by the Boards of Guardians of the different Poor Law Unions; 'it would be no matter of surprise', Wilkinson noted, 'that operations conducted under such circumstances should be attended … with endless jealousies, and with difficulties greatly increased by the necessity of conciliating the various opinions and different views, as well as reconciling the conflicting interests, of local parties'. Complaints from local Boards of Guardians about defects in the workmanship of the new workhouses prompted the Earl of Lincoln to invite the English architect JAMES PENNETHORNE  JAMES PENNETHORNE to conduct an inspection in 1843. Pennethorne published a critical report, 'the particulars of which,' according to Wilkinson, 'were only known to those assailed on their appearing in print, who were afforded no opportunity of explanation before their promulgation, and who were afterwards limited to a time so circumscribed as not to admit of any fair or complete exposition of the facts by which the statements of the report would have been controverted in detail'. Wilkinson defended himself as best he could in an appendix to the report and was given strong backing by the secretary to the Irish Poor Law Commissioners, George Nicholls. As if to underline the painstaking attention he had given to the materials used in the construction of the workhouses, Wilkinson published in 1845 his Practical Geology and Ancient Architecture of Ireland, which included a detailed account of the building materials available in the different counties with tables of the experiments he had conducted on the principal Irish building stones.(4)   A second report on the execution of workhouse contracts which was submitted to the Government by Lt. Col. George Barney of the Royal Engineers in 1845 gave a more balanced view of the merits and shortcomings of the designs; Barney was nevertheless 'inclined to consider that economy has been carried to an extreme not desirable in public buildings where durability becomes a leading and important consideration'.(5)

By April 1847 all 130 workhouses were complete. However the catastrophic failure of the potato harvest in 1846 sharply increased the numbers of the destitute so that the original building campaign was immediately overtaken by the need to provide extra accommodation. Fever hospitals were added from circa 1847 onwards, and between 1849 and 1853 a further thirty workhouses were built. These were plainer buildings with a different layout. The Commissioners eventually decided that they could no longer afford their own full-time architect, and in September 1855 Wilkinson was retired on a pension of £300 per annum.

Wilkinson continued to practise as an architect in Dublin for a further thirty-two years. During this period he acted as architect for at least three railway companies: stations designed by him include the Dublin, Wicklow & Wexford terminus at Harcourt Street, Dublin (opened 1859), the Great Southern & Western station at Athlone (opened 1859) and the Midland Great Western terminus at Sligo (opened 1862).(6) In August 1860 he was appointed architect to the Commissioners of Asylums for the Lunatic Poor at a salary of £300 per annum; in this capacity he designed two identical asylums at Castlebar, Co. Mayo, and Letterkenny, Co. Donegal. He remained in the post until 1886.(7) He appears to have done relatively little private work. A few houses are recorded in Bray and Dalkey and a marble staircase for the Marquess of Sligo at Westport House (1858) but no commercial premises or churches. His last important recorded commission was the new agricultural hall for the Royal Dublin Society at Ballsbridge, built in 1879-80.

From 1853 or earlier Wilkinson lived in Monkstown, later moving out to Killiney. He was a Killiney and Ballybrack Township commissioner from 1871 or earlier until 1875 or later. In 1887 he left Ireland and returned to England.(8) He died at Ryde House, Twickenham, on 4 October 1890.
