English architect, of London, for whom see Directory of British Architects 1834-1914 (RIBA 2001), II, 350. In Ireland Penrose designed the lower terrace on the south front of Powerscourt, Co. Wicklow, for Mervyn Edward, seventh Viscount Powerscourt in 1874-5.(1) Fourteen drawings for this scheme are in the Powerscourt albums in the Irish Architectural Archive.(2)
