Engineer. Peter J. Kelly, who, according to the 1911 census, was born in Co. Donegal in 1881 or 1882, was appointed an assistant surveyor for the northern district of the county in 1910, following the death of Edward McLaughlin.(1) In 1912 a proposal by the County Council that he should be appointed county surveyor for the southern district was turned down by the Local Government Board on the grounds that he was not qualified for the post either by training or experience.(2) He remained an assistant county surveyor until at least 1939(3) but had died or retired by 1942.(4)  At the time of the 1911 census, he had been married for four years and had two children.
