Architect and draughtsman. Rowland Omer, who was probably a son of THOMAS OMER , exhibited 'A design for an exchange, with a view of a street to it' at the Society of Artists in Ireland, Dublin, in 1767.(1) In the same year Bernard Scalé published a series of five engravings of survey drawings of the Irish Parliament House by Omer. Omer was an entrant in the Dublin Royal Exchange competition of 1768-69 and in the Dublin Blue Coat School competition of 1772-73. According to Strickland, he was - like Thomas Omer - employed as an engineer by the Navigation Board.
