Town surveyor of Castleblayney, Co. Monaghan. James Keelaghan was elected to the Castleblayney town surveyorship in 1901(1) and held it until his death, when he was succeeded by GEORGE JOSEPH STANISLAUS KELLY GEORGE JOSEPH STANISLAUS KELLY . He was engineer to Castleblayney Union, Castleblayney Rural District Council, Crossmaglen Rural District Council and Cootehill No. 2 Rural District Council,(3) carrying out large labourers' cottage schemes. He was clerk of works for the Castleblayney waterworks and sewerage scheme. He was also a JP for Co. Monaghan.

Keelaghan died at the age of forty-two early in 1908.
