Dictionary of Irish Architects 1720 - 1940

Town surveyor of Naas, Co. Kildare, from 1903 until 1930 or later. Richard Henry Chapman Hall, son of H.J. Hall, who appears to have had an engineering business in Oxford, was born in Oxford on 21 October 1855. He attended Nixon's Grammar School and the Technical School in Oxford, and then spent eight years, first as an apprentice and then as an assistant in his father's workshop. After several years in London, he appears to have come to Ireland in the early or mid 1890s as manager in charge of a Government building contract and to have been responsible for military and other works, namely a dispensary and residence in Co. Westmeath, a shop and residence and ten artisans' dwellings in Mullingar, Co. Westmeath, and the reconstruction of an hotel. Between 1899 and 1902 he was clerk of works for the Royal Engineers for the erection of three new residential blocks and a new hospital at Arbour Hill Barracks, Dublin, as well as a new rifle range at Oranmore, Co. Galway, and the reconstruction of the barracks at Ballinrobe, Co. Mayo.

In 1903 Hall was appointed surveyor to Naas Urban District Council in succession to JOHN JOSEPH INGLIS JOHN JOSEPH INGLIS , a post which he held until at least 1930. By 1933 he had been succeeded by ALMA KINGSLEY SARGENT ALMA KINGSLEY SARGENT . At the time of the 1911 census he had been married for twenty-nine years and had two children.
