COCHRANE, ROBERT

Civil engineer, architect and antiquarian. Robert Cochrane, son of Hugh W. Cochrane, was born in Co. Down on 21 July 1844.(1) and educated at Queen's College, Belfast. According to a note in the Irish Builder, he manifested an early interest in architectural matters by subscribing to that journal from its beginnings in 1859.(2). He was articled to HENRY SMYTH , County Surveyor of Down, and became town surveyor of Banbridge and Dromore and assistant county surveyor for the Banbridge district. He also acted as engineer and surveyor for the Co. Down estates of the Earl of Clanwilliam and for the Trustees of General Meade.(3) In 1874, having come first in a competitive examination, he was appointed to the architects' department of the Board of Works and was sent to Athlone as clerk of works (later known as assistant surveyor of buildings) for the western district of the country comprising Cos. Galway, Mayo, Roscommon and Sligo.(4) In 1887 he was promoted to a surveyorship in the Board's Dublin headquarters,(5) a post which he held until his retirement in 1909.
Cochrane was for several years a council member of the ICEI and was president for two sessions from 1903-5. In addition to his professional interests, Cochrane was a highly-regarded and meticulous antiquarian scholar. As a member of the RSAI from 1864, he was largely responsible for the regeneration and reorganization of that society, of which he was president from 1909 until 1912.(6) He was a member of several other learned societies both at home and abroad and published books and articles on antiquarian subjects. In his work, A List of Ancient Monuments of the County of Cork(1913), he attempted to initiate a classified, scientific record of the ancient remains of each county, and he strongly, but vainly, urged the case for establishing a Royal Commission on Ancient Monuments for Ireland. The combination of his antiquarian and architectural expertise made him ideally suited for the post of inspector of ancient monuments for Ireland, to which he was appointed in December 1899(7) and which he held until his death; his annual reports to the Commissioners of Public Works are described as 'luminous' by his obituarist in the Irish Builder, who predicted that they would become 'classic records in the literature of the subject'.
Cochrane is described as an urbane, considerate and kindly man. He married Sarah Mary, daughter of George Hawken, of Battersea, in 1879, and had two sons and a daughter, all, according to the 1901 census, born in Co. Roscommon. In 1903 he was made a Companion of the Imperial Service Order(8) and in 1905 was conferred with the honorary degree of LL.D. by the Royal University of Ireland.(9) He was the only Irish architect to be invited to attend the coronation of King George V in 1911.(10) In 1907 he survived a severe illness.(11) Around 1915 his health began to weaken again, and he died on 17 March 1916 at his home in Rathgar.
